Obtaining a housing subsidy

The cost of utilities is a heavy burden on citizens, and the State is trying to establish a mechanism whereby poor families can only partially pay for utilities.

The procedure for awarding a housing subsidy is regulated by decisions of the Cabinet of Ministers.

1. Conditions for obtaining a housing subsidy:

Under the legislation in force in Ukraine, all citizens who live in the housing stock of any form of ownership have the right to receive a targeted non-cash subsidy for the payment of utilities.

Only two conditions must be met:

1) It is estimated that you pay for utilities in excess of your social standards, and

2) You have not made a one-time purchase of more than UAH. 50,000 for the last year, prior to the day of application for the grant.

2. Calculation of the amount of the grant:

You can independently calculate the sum of obligatory payments for utilities (this amount is obligatory for you, everything above this amount is a subsidy from the state, which the government compensates).

Calculation formula: Average monthly earnings per family member for the last 6 months / 1176 ( subsistence minimum) / 2 (constant) * 15 (constant) * total monthly household income / 100%.

For example, if your family consists of 3 persons, each receives 2 thousand hryvnias per month for the last 6 months, the amount of obligatory payments for you is 2,000 (average monthly earnings per family member for the last 6 months) / 1176 (subsistence minimum)/ 2 * 15 * 6 000 (total household income per month) / 100% = 765 hryvnias. Thus, independently you are obliged to pay 765 hryvnias for utilities, all that the state pays above.

3. The authority that grants subsidies shall:

Subsidies are allocated by the social protection units. In most cases, these structural units are located in local government units.

4. The documents required to obtain a housing subsidy are as follows:

In order to obtain a subsidy, the responsible employee of the social protection unit must submit only two documents at the place of registration:

An application for a subsidy (is submitted by the person in whose name an account is opened for the payment of utilities in the apartment);
Income Declaration (the income of persons who are registered in the apartment or who actually live in the apartment must be indicated).

Grant applications are accepted in any event. If the conditions stipulated in para. 1 of this article are not met, the responsible employee of the social protection unit will decide not to grant a housing subsidy after an analysis of your situation.

5. What is the subsidy for:

Under the housing subsidy programme, the State reimburses the costs of housing use, maintenance and utilities: water, heat, gas, water, electricity, household refuse and sewage.
